L\u2019ONU (Organisation des Nations Unies) a adopt\u00e9 il y a quelques jours, une r\u00e9solution exigeant des autorit\u00e9s de la RDC de proc\u00e9der \u00e0 la r\u00e9union des conditions n\u00e9cessaires pour la tenue d\u2019\u00e9lections libres. Ces \u00e9lections devraient aboutir \u00e0 la succession de Joseph Kabila \u00e0 la t\u00eate du pays.<\/em><\/strong><\/h6>\n

L\u2019orientation globale de la r\u00e9solution<\/h2>\n

L\u2019Organisation des Nations Unies a demand\u00e9 \u00e0 la RDC de proc\u00e9der dans les temps \u00e0 venir \u00e0 la publication d\u2019un calendrier \u00e9lectoral. Cette r\u00e9solution est en accord avec l\u2019accord du 31 d\u00e9cembre 2016. La Tunisie a d\u00e9pos\u00e9 cette r\u00e9solution au nom des pays africains. Ensuite, cette r\u00e9solution a \u00e9t\u00e9 adopt\u00e9e au Conseil des Droits de l\u2019Homme de l\u2019ONU avec 45 voix pour.<\/p>\n

Le contenu de la r\u00e9solution<\/h2>\n

Cette r\u00e9solution adopt\u00e9e par l\u2019ONU condamne les actes de violence commis dans plusieurs r\u00e9gions du pays et en demande la cessation. Par ailleurs, elle demande express\u00e9ment de mettre fin \u00e0 l’impunit\u00e9 dont jouissent les auteurs de ces graves violations et abus des droits de l’Homme\u00a0\u00bb. Ensuite, la r\u00e9solution demande la lib\u00e9ration de toutes les personnes arbitrairement d\u00e9tenues. Sont aussi concern\u00e9s les d\u00e9fenseurs des droits de l’Homme et les personnes aux affiliations politiques diff\u00e9rentes.<\/p>\n

Situation encore pr\u00e9occupante<\/h2>\n

La R\u00e9publique d\u00e9mocratique du Congo est min\u00e9e par une crise politique depuis des d\u00e9cennies. C\u2019est dans cette atmosph\u00e8re qu\u2019est survenue la crise li\u00e9e au maintien au pouvoir de Joseph Kabila. En effet, le deuxi\u00e8me mandat de ce dernier a pris fin le 20 d\u00e9cembre 2016. De plus, la Constitution congolaise lui interdit de se repr\u00e9senter.<\/p>\n

L\u2019Eglise catholique qui est tr\u00e8s influente dans tout le pays a \u00e9t\u00e9 une partie plus qu\u2019agissante dans la signature le 31 d\u00e9cembre dernier, d\u2019un accord entre le pouvoir et l’opposition. Cet accord pour sa part, pr\u00e9voyait des \u00e9lections avant la fin de cette ann\u00e9e 2017. Cependant, jusque-l\u00e0, aucun calendrier \u00e9lectoral n’a encore \u00e9t\u00e9 publi\u00e9.<\/p>\n
