Le vote de l\u2019Assembl\u00e9e populaire nationale ne suffit pas \u00e0 faire entrer la mesure en vigueur : le Conseil de la nation doit encore examiner le texte, avant une \u00e9ventuelle promulgation pr\u00e9sidentielle.<\/p>\n<h2>Une r\u00e9ponse aux feux meurtriers<\/h2>\n<p>Le pr\u00e9sident Abdelmadjid Tebboune avait r\u00e9clam\u00e9 un durcissement du code p\u00e9nal apr\u00e8s les incendies qui ont frapp\u00e9 le nord-est du pays en ao\u00fbt et fait au moins douze morts. les d\u00e9put\u00e9s ont vot\u00e9 une modification visant les actes consid\u00e9r\u00e9s comme portant atteinte \u00e0 la s\u00e9curit\u00e9 publique, \u00e0 l\u2019unit\u00e9 nationale ou \u00e0 la stabilit\u00e9 \u00e9conomique et environnementale.<\/p>\n<h2>Des d\u00e9fenseurs des droits humains oppos\u00e9s au projet<\/h2>\n<p>Amnesty International et d\u2019autres organisations ont critiqu\u00e9 cette orientation. Elles demandent aux autorit\u00e9s de renforcer la pr\u00e9vention et les secours et s\u2019inqui\u00e8tent d\u2019un usage possible du texte contre des opposants politiques. Le ministre de la Justice, Lotfi Boudjemaa, d\u00e9fend au contraire une r\u00e9ponse p\u00e9nale s\u00e9v\u00e8re face aux incendies criminels.<\/p>\n<p>L\u2019Alg\u00e9rie applique un moratoire de fait sur les ex\u00e9cutions depuis 1993, m\u00eame si des condamnations \u00e0 mort continuent d\u2019\u00eatre prononc\u00e9es.
