Le pouvoir d\u2019achat dans les foyers, la dette dans les comptes de l\u2019\u00c9tat et une majorit\u00e9 parlementaire \u00e0 convaincre. Au S\u00e9n\u00e9gal, Ahmadou Al Aminou L\u00f4 est attendu ce mardi 8 septembre 2026 \u00e0 10 heures devant l\u2019Assembl\u00e9e nationale pour sa d\u00e9claration de politique g\u00e9n\u00e9rale. Le Premier ministre doit y pr\u00e9senter les priorit\u00e9s de son gouvernement, alors que les attentes \u00e9conomiques se m\u00ealent aux tensions entre Bassirou Diomaye Faye et Ousmane Sonko.<\/p>\n

Pour le chef du gouvernement, l\u2019exercice ne se limite pas \u00e0 \u00e9num\u00e9rer des projets. Il s\u2019agit aussi d\u2019expliquer comment l\u2019\u00c9tat entend retrouver des marges de man\u0153uvre sans faire peser davantage de difficult\u00e9s sur les m\u00e9nages. La vie ch\u00e8re et le nouvel accord de principe avec le Fonds mon\u00e9taire international seront au centre des questions.<\/p>\n

La vie ch\u00e8re au c\u0153ur des attentes<\/h2>\n

Le discours intervient apr\u00e8s une manifestation organis\u00e9e samedi 5 septembre \u00e0 Dakar contre le co\u00fbt de la vie. Cette mobilisation donne une dimension tr\u00e8s concr\u00e8te au rendez-vous parlementaire : derri\u00e8re les \u00e9quilibres budg\u00e9taires, les citoyens attendent des r\u00e9ponses sur leurs d\u00e9penses quotidiennes.<\/p>\n

Le Premier ministre devrait d\u00e9tailler les choix \u00e9conomiques de l\u2019ex\u00e9cutif. \u00c0 ce stade, les mesures pr\u00e9cises qu\u2019il pr\u00e9sentera devant les d\u00e9put\u00e9s ne sont pas encore connues. Il serait donc pr\u00e9matur\u00e9 d\u2019annoncer de nouvelles baisses de prix ou des aides suppl\u00e9mentaires avant son intervention.<\/p>\n

Le gouvernement doit notamment pr\u00e9ciser comment il compte concilier la ma\u00eetrise des d\u00e9penses publiques et la protection des secteurs sociaux. L\u2019\u00e9ducation, la sant\u00e9 et le soutien \u00e0 l\u2019activit\u00e9 \u00e9conomique figurent parmi les besoins que les autorit\u00e9s disent vouloir mieux financer en all\u00e9geant le poids de la dette.<\/p>\n

Un accord de 2,2 milliards de dollars \u00e0 expliquer<\/h2>\n

D\u00e9but septembre, le S\u00e9n\u00e9gal et les services du FMI ont trouv\u00e9 un accord sur un programme d\u2019environ 2,2 milliards de dollars, pr\u00e9vu sur 36 mois. Mais cet accord technique ne signifie pas que la totalit\u00e9 de cette somme a d\u00e9j\u00e0 \u00e9t\u00e9 vers\u00e9e au pays. Le dossier doit encore obtenir les approbations n\u00e9cessaires au sein de l\u2019institution.<\/p>\n

Pour les S\u00e9n\u00e9galais, plusieurs questions restent ouvertes : \u00e0 quoi serviront ces ressources, quelles r\u00e9formes accompagneront le programme et quel sera leur effet sur les d\u00e9penses des m\u00e9nages ? La d\u00e9claration de politique g\u00e9n\u00e9rale doit permettre au gouvernement de pr\u00e9ciser sa trajectoire.<\/p>\n

Le ministre de l\u2019\u00c9conomie et des Finances, Cheikh Diba, a pr\u00e9sent\u00e9 un Plan de traitement de la dette du S\u00e9n\u00e9gal. Son objectif annonc\u00e9 est de r\u00e9duire les contraintes li\u00e9es aux remboursements et de permettre \u00e0 l\u2019\u00c9tat de financer davantage ses priorit\u00e9s. Il a \u00e9galement annonc\u00e9 une enveloppe de 300 milliards de francs CFA pour r\u00e9gler une partie des obligations de l\u2019\u00c9tat envers ses fournisseurs.<\/p>\n

Reste \u00e0 expliquer le calendrier et les modalit\u00e9s de cette strat\u00e9gie. Une annonce de financement, un accord avec des cr\u00e9anciers et un paiement effectif ne sont pas la m\u00eame chose. C\u2019est sur leur traduction dans l\u2019\u00e9conomie que l\u2019action gouvernementale sera jug\u00e9e.<\/p>\n

Face \u00e0 une Assembl\u00e9e pr\u00e9sid\u00e9e par Sonko<\/h2>\n

Ce rendez-vous \u00e9conomique est aussi un test politique pour Ahmadou Al Aminou L\u00f4, nomm\u00e9 Premier ministre en mai<\/a>. Il se pr\u00e9sente devant une Assembl\u00e9e domin\u00e9e par le Pastef et pr\u00e9sid\u00e9e par Ousmane Sonko, dans un contexte de d\u00e9saccords avec l\u2019ex\u00e9cutif.<\/p>\n

Le pr\u00e9sident de l\u2019Assembl\u00e9e nationale a d\u00e9j\u00e0 demand\u00e9 davantage de pr\u00e9cisions sur les engagements conclus avec le FMI. Des organisations de la soci\u00e9t\u00e9 civile r\u00e9clament, elles aussi, une information claire sur le co\u00fbt \u00e9conomique et social du programme.<\/p>\n

La pr\u00e9sentation du Premier ministre doit \u00eatre suivie d\u2019un d\u00e9bat avec les d\u00e9put\u00e9s. Un \u00e9ventuel vote de confiance reste une possibilit\u00e9, pas un r\u00e9sultat acquis ni une \u00e9tape \u00e0 pr\u00e9senter comme d\u00e9j\u00e0 engag\u00e9e. Avant cette s\u00e9ance, rien ne permet d\u2019affirmer quelle sera l\u2019issue des \u00e9changes.<\/p>\n

Ahmadou Al Aminou L\u00f4 devra donc r\u00e9pondre \u00e0 deux attentes qui se rejoignent : donner aux d\u00e9put\u00e9s des engagements pr\u00e9cis et montrer aux citoyens comment les d\u00e9cisions annonc\u00e9es peuvent am\u00e9liorer leur quotidien.
