La r\u00e9\u00e9lection d\u2019Hakainde Hichilema n\u2019a pas referm\u00e9 la s\u00e9quence \u00e9lectorale en Zambie. Quelques jours apr\u00e8s l\u2019annonce des r\u00e9sultats, les arrestations de plusieurs responsables de l\u2019opposition ont provoqu\u00e9 une r\u00e9action du Haut-Commissaire des Nations unies aux droits de l\u2019homme. Volker T\u00fcrk demande aux autorit\u00e9s zambiennes de respecter les garanties judiciaires des personnes d\u00e9tenues.<\/p>\n

Onze responsables de l\u2019opposition ont \u00e9t\u00e9 arr\u00eat\u00e9s apr\u00e8s un raid men\u00e9 le soir du scrutin. Le gouvernement affirme que cette op\u00e9ration visait des personnes soup\u00e7onn\u00e9es de menacer la s\u00e9curit\u00e9 de l\u2019\u00c9tat. L\u2019opposition rejette cette version et d\u00e9nonce une affaire mont\u00e9e contre ses membres dans un climat politique d\u00e9j\u00e0 tendu.<\/p>\n

Un raid men\u00e9 le soir de l\u2019\u00e9lection<\/h2>\n

L\u2019op\u00e9ration s\u2019est d\u00e9roul\u00e9e le jeudi 13 ao\u00fbt 2026, alors que les Zambiens votaient pour choisir leur pr\u00e9sident et leurs d\u00e9put\u00e9s. Selon les autorit\u00e9s, les forces de s\u00e9curit\u00e9 ont investi une propri\u00e9t\u00e9 o\u00f9 se trouvait Brian Mundubile, principal adversaire d\u2019Hakainde Hichilema. Le gouvernement assure qu\u2019un \u00e9change de tirs a eu lieu et que des armes de qualit\u00e9 militaire ont \u00e9t\u00e9 d\u00e9couvertes sur place.<\/p>\n

Onze responsables de l\u2019opposition ont ensuite \u00e9t\u00e9 interpell\u00e9s. Les autorit\u00e9s les soup\u00e7onnent d\u2019avoir particip\u00e9 \u00e0 un projet susceptible de porter atteinte \u00e0 la s\u00e9curit\u00e9 nationale. Aucun d\u00e9tail complet n\u2019a toutefois \u00e9t\u00e9 rendu public sur les charges qui pourraient \u00eatre retenues contre eux.<\/p>\n

Brian Mundubile conteste ces accusations. Il affirme que les personnes pr\u00e9sentes n\u2019\u00e9taient pas arm\u00e9es et qu\u2019elles ont essuy\u00e9 des tirs pendant l\u2019intervention. Le dirigeant de l\u2019opposition dit se trouver dans un lieu s\u00fbr pour des raisons de s\u00e9curit\u00e9, sans pr\u00e9ciser o\u00f9 il s\u00e9journe.<\/p>\n

L\u2019ONU r\u00e9clame le respect des droits des d\u00e9tenus<\/h2>\n

Volker T\u00fcrk s\u2019est dit profond\u00e9ment pr\u00e9occup\u00e9 par les arrestations et la d\u00e9tention d\u2019opposants apr\u00e8s le scrutin. Il a demand\u00e9 aux autorit\u00e9s de mettre fin aux arrestations arbitraires et de respecter pleinement les droits de toutes les personnes d\u00e9tenues.<\/p>\n

Le responsable onusien rappelle que chaque d\u00e9tenu doit conna\u00eetre les raisons de son arrestation et \u00eatre inform\u00e9 rapidement des accusations port\u00e9es contre lui. Il r\u00e9clame aussi un acc\u00e8s \u00e0 un avocat, la possibilit\u00e9 de communiquer avec la famille et une pr\u00e9sentation rapide devant un juge.<\/p>\n

Cette intervention intervient alors que les familles de certains d\u00e9tenus disent manquer d\u2019informations. Le gouvernement n\u2019a pas pr\u00e9cis\u00e9 publiquement le lieu de d\u00e9tention de tous les responsables arr\u00eat\u00e9s ni le calendrier des proc\u00e9dures judiciaires annonc\u00e9es.<\/p>\n

Brian Mundubile conteste les r\u00e9sultats<\/h2>\n

Hakainde Hichilema a \u00e9t\u00e9 d\u00e9clar\u00e9 vainqueur de l\u2019\u00e9lection avec environ 60 % des suffrages. Il obtient ainsi un second mandat de cinq ans. Brian Mundubile, cr\u00e9dit\u00e9 d\u2019environ 38 % des voix, refuse de reconna\u00eetre le r\u00e9sultat officiel.<\/p>\n

Le candidat de l\u2019opposition affirme que des irr\u00e9gularit\u00e9s ont affect\u00e9 le scrutin et pr\u00e9voit de contester les r\u00e9sultats devant la justice. Il \u00e9voque notamment des \u00e9carts entre les chiffres affich\u00e9s dans certains bureaux de vote et ceux annonc\u00e9s au niveau national. Ces affirmations n\u2019ont pas \u00e9t\u00e9 accompagn\u00e9es de preuves publiques permettant de les confirmer.<\/p>\n

Avant le vote, la campagne avait d\u00e9j\u00e0 \u00e9t\u00e9 marqu\u00e9e par des tensions autour de l\u2019impartialit\u00e9 des institutions et de l\u2019espace accord\u00e9 \u00e0 l\u2019opposition. AfrikMag avait pr\u00e9sent\u00e9 les principaux enjeux de cette \u00e9lection en Zambie<\/a>, domin\u00e9e par la vie ch\u00e8re, l\u2019emploi et les coupures d\u2019\u00e9lectricit\u00e9.<\/p>\n

Hakainde Hichilema face \u00e0 un test politique<\/h2>\n

Le pr\u00e9sident r\u00e9\u00e9lu se retrouve d\u00e9sormais face \u00e0 un double d\u00e9fi. Son gouvernement veut poursuivre ses r\u00e9formes \u00e9conomiques, mais il doit aussi r\u00e9pondre aux inqui\u00e9tudes sur le traitement r\u00e9serv\u00e9 \u00e0 ses adversaires. La transparence des proc\u00e9dures engag\u00e9es contre les onze responsables arr\u00eat\u00e9s p\u00e8sera sur la cr\u00e9dibilit\u00e9 des explications officielles.<\/p>\n

Hakainde Hichilema avait lui-m\u00eame connu l\u2019arrestation et la d\u00e9tention lorsqu\u2019il \u00e9tait dans l\u2019opposition. Cette partie de son parcours avait contribu\u00e9 \u00e0 son image de d\u00e9fenseur du changement d\u00e9mocratique lors de son accession au pouvoir en 2021. Les \u00e9v\u00e9nements actuels placent donc son administration sous une surveillance accrue.<\/p>\n

Les autorit\u00e9s zambiennes affirment que les enqu\u00eates concernent la s\u00e9curit\u00e9 nationale et non l\u2019appartenance politique des suspects. Pour convaincre, elles devront pr\u00e9senter des faits pr\u00e9cis, permettre aux d\u00e9tenus de consulter leurs avocats et garantir une proc\u00e9dure publique conforme au droit.<\/p>\n

Une p\u00e9riode post\u00e9lectorale sous tension<\/h2>\n

La Zambie a longtemps \u00e9t\u00e9 consid\u00e9r\u00e9e comme l\u2019un des pays d\u2019Afrique australe capables d\u2019organiser des alternances pacifiques. La contestation des r\u00e9sultats et les arrestations survenues apr\u00e8s le vote mettent cette r\u00e9putation \u00e0 l\u2019\u00e9preuve.<\/p>\n

La suite d\u00e9pendra des d\u00e9cisions des tribunaux, de la mani\u00e8re dont les autorit\u00e9s traiteront les d\u00e9tenus et de la r\u00e9ponse apport\u00e9e au recours annonc\u00e9 par l\u2019opposition. Dans l\u2019imm\u00e9diat, l\u2019appel de l\u2019ONU ajoute une pression internationale sur Lusaka pour que l\u2019enqu\u00eate se d\u00e9roule dans le respect des libert\u00e9s fondamentales.<\/p>\n","protected":false},"excerpt":{"rendered":"
