L\u2019ancienne vice-pr\u00e9sidente du Liberia Jewel Howard-Taylor a \u00e9t\u00e9 inculp\u00e9e dans une enqu\u00eate visant un r\u00e9seau transnational de stup\u00e9fiants. La responsable politique a \u00e9t\u00e9 intercept\u00e9e mercredi 19 ao\u00fbt \u00e0 l\u2019a\u00e9roport international Roberts, alors qu\u2019elle s\u2019appr\u00eatait \u00e0 quitter le pays.<\/p>\n

Des accusations de trafic de drogue et de blanchiment<\/h2>\n

Le minist\u00e8re lib\u00e9rien de la Justice affirme que Jewel Howard-Taylor fait face \u00e0 plusieurs chefs d\u2019accusation, dont le trafic de drogue, le blanchiment d\u2019argent et l\u2019importation sans autorisation de substances contr\u00f4l\u00e9es.<\/p>\n

La liste communiqu\u00e9e par les autorit\u00e9s comprend aussi la vente, la distribution et le transport pr\u00e9sum\u00e9s de produits interdits. Des accusations de sollicitation criminelle, de facilitation et de complot ont \u00e9galement \u00e9t\u00e9 annonc\u00e9es.<\/p>\n

Apr\u00e8s son interpellation \u00e0 l\u2019a\u00e9roport, l\u2019ancienne dirigeante a \u00e9t\u00e9 conduite au si\u00e8ge de la police nationale. Son avocat a indiqu\u00e9 avoir rencontr\u00e9 sa cliente, mais a expliqu\u00e9 qu\u2019il ne pourrait organiser sa d\u00e9fense qu\u2019apr\u00e8s avoir re\u00e7u les documents officiels d\u00e9taillant les poursuites.<\/p>\n

\u00c0 ce stade, ces accusations ne constituent pas une condamnation. Jewel Howard-Taylor reste pr\u00e9sum\u00e9e innocente tant que la justice n\u2019a pas \u00e9tabli sa responsabilit\u00e9.<\/p>\n

Trois \u00e9trangers \u00e9galement recherch\u00e9s<\/h2>\n

Trois ressortissants \u00e9trangers ont \u00e9t\u00e9 inculp\u00e9s en leur absence dans la m\u00eame enqu\u00eate. Il s\u2019agit de deux Croates et d\u2019un Ukrainien, pr\u00e9sent\u00e9s par les autorit\u00e9s comme des membres pr\u00e9sum\u00e9s du r\u00e9seau.<\/p>\n

Le gouvernement lib\u00e9rien assure qu\u2019il utilisera les voies nationales et internationales pour tenter de les localiser et de les arr\u00eater. Le ministre de la Justice a promis qu\u2019aucune protection politique ne serait accord\u00e9e aux personnes contre lesquelles des \u00e9l\u00e9ments recevables seraient r\u00e9unis.<\/p>\n

Cette affaire intervient dans un contexte de lutte renforc\u00e9e contre le trafic de coca\u00efne en Afrique de l\u2019Ouest. En juillet, le Liberia avait annonc\u00e9 une saisie record \u00e9valu\u00e9e \u00e0 plusieurs centaines de millions de dollars<\/a>. Les autorit\u00e9s n\u2019ont toutefois pas \u00e9tabli publiquement que les poursuites contre Jewel Howard-Taylor \u00e9taient juridiquement li\u00e9es \u00e0 cette pr\u00e9c\u00e9dente op\u00e9ration.<\/p>\n

Une ancienne num\u00e9ro deux du pays<\/h2>\n

Jewel Howard-Taylor, \u00e2g\u00e9e de 63 ans, a occup\u00e9 la vice-pr\u00e9sidence du Liberia de janvier 2018 \u00e0 janvier 2024 aux c\u00f4t\u00e9s de George Weah. Elle avait auparavant si\u00e9g\u00e9 au S\u00e9nat et dirig\u00e9 la Banque centrale du pays.<\/p>\n

Son parcours politique est aussi associ\u00e9 \u00e0 son ancien \u00e9poux, Charles Taylor. L\u2019ex-pr\u00e9sident lib\u00e9rien a \u00e9t\u00e9 condamn\u00e9 par une juridiction internationale pour avoir soutenu des groupes rebelles responsables d\u2019atrocit\u00e9s pendant la guerre civile en Sierra Leone.<\/p>\n

Lors de l\u2019arriv\u00e9e au pouvoir de George Weah, la place de Jewel Howard-Taylor dans le nouvel ex\u00e9cutif avait d\u00e9j\u00e0 suscit\u00e9 beaucoup d\u2019attention. AfrikMag revenait alors sur les relations entre le pr\u00e9sident et sa vice-pr\u00e9sidente<\/a>.<\/p>\n

Une affaire sensible pour le Liberia<\/h2>\n

L\u2019inculpation d\u2019une ancienne vice-pr\u00e9sidente place d\u00e9sormais la justice lib\u00e9rienne sous forte pression. Les autorit\u00e9s devront d\u00e9montrer que l\u2019enqu\u00eate repose sur des preuves solides et qu\u2019elle respecte les droits de toutes les personnes mises en cause.<\/p>\n

Le dossier pourrait \u00e9galement provoquer de vives tensions politiques. Jewel Howard-Taylor conserve une influence importante et ses soutiens pourraient d\u00e9noncer une proc\u00e9dure motiv\u00e9e par des rivalit\u00e9s internes.<\/p>\n
