Le gouvernement camerounais a pris la parole apr\u00e8s plusieurs semaines de silence autour de l\u2019absence prolong\u00e9e de Paul Biya. Ren\u00e9 Emmanuel Sadi, ministre de la Communication et porte-parole du gouvernement, affirme que le chef de l\u2019\u00c9tat est en vie et qu\u2019aucune vacance du pouvoir n\u2019a \u00e9t\u00e9 constat\u00e9e.<\/p>\n

Cette d\u00e9claration intervient alors que le pr\u00e9sident, \u00e2g\u00e9 de 93 ans, n\u2019a plus \u00e9t\u00e9 vu publiquement au Cameroun depuis son d\u00e9part du pays le 7 juin 2026. Son s\u00e9jour, initialement pr\u00e9sent\u00e9 comme une courte visite priv\u00e9e en Europe, approche d\u00e9sormais les deux mois.<\/p>\n

Le gouvernement sort du silence<\/h2>\n

Ren\u00e9 Emmanuel Sadi a assur\u00e9 que Paul Biya n\u2019avait ni d\u00e9missionn\u00e9 ni cess\u00e9 d\u2019exercer ses fonctions. Le ministre a aussi rejet\u00e9 les appels lanc\u00e9s par plusieurs responsables de l\u2019opposition en faveur d\u2019une constatation de la vacance du pouvoir.<\/p>\n

\u00ab Le pr\u00e9sident Paul Biya est en vie. Le pr\u00e9sident Paul Biya n\u2019a pas d\u00e9missionn\u00e9 \u00bb, a d\u00e9clar\u00e9 le porte-parole du gouvernement. Selon lui, le Conseil constitutionnel ne s\u2019est pas prononc\u00e9 pour d\u00e9clarer une vacance \u00e0 la t\u00eate de l\u2019\u00c9tat.<\/p>\n

Cette prise de parole est la premi\u00e8re r\u00e9ponse directe du gouvernement depuis le d\u00e9but de l\u2019absence du pr\u00e9sident. Jusqu\u2019ici, des membres du pouvoir assuraient que Paul Biya continuait de suivre les dossiers \u00e0 distance, sans r\u00e9pondre pr\u00e9cis\u00e9ment aux interrogations sur la date de son retour.<\/p>\n

Le nouveau message cherche donc \u00e0 calmer les rumeurs tout en confirmant que le pr\u00e9sident reste officiellement en fonction. Il ne s\u2019accompagne toutefois d\u2019aucune apparition publique r\u00e9cente du chef de l\u2019\u00c9tat.<\/p>\n

Un retour annonc\u00e9, mais sans calendrier pr\u00e9cis<\/h2>\n

Le ministre de la Communication a \u00e9galement annonc\u00e9 que Paul Biya devait rentrer au Cameroun \u00ab tr\u00e8s bient\u00f4t \u00bb. Il n\u2019a donn\u00e9 ni jour ni heure, expliquant qu\u2019il ne lui appartenait pas de communiquer un calendrier exact.<\/p>\n

Cette absence de date laisse une partie des questions intactes. Le pr\u00e9sident avait quitt\u00e9 Yaound\u00e9 le 7 juin avec son \u00e9pouse, Chantal Biya. Cinquante-six jours plus tard, aucune image officielle r\u00e9cente ni d\u00e9claration personnelle du chef de l\u2019\u00c9tat n\u2019avait \u00e9t\u00e9 rendue publique.<\/p>\n

Le s\u00e9jour d\u00e9passe d\u00e9j\u00e0 celui de l\u2019automne 2024, lorsque Paul Biya \u00e9tait rest\u00e9 hors du pays pendant environ six semaines. \u00c0 son retour, le pr\u00e9sident avait \u00e9t\u00e9 accueilli \u00e0 Yaound\u00e9 apr\u00e8s une p\u00e9riode marqu\u00e9e par de nombreuses rumeurs sur son \u00e9tat de sant\u00e9.<\/p>\n

Le gouvernement veut \u00e9viter que ce sc\u00e9nario ne se transforme en crise politique. Mais l\u2019annonce d\u2019un retour imminent devra encore \u00eatre suivie d\u2019un retour effectif pour faire retomber les sp\u00e9culations.<\/p>\n

La vacance du pouvoir \u00e9cart\u00e9e par le ministre<\/h2>\n

Au centre de la controverse se trouve la diff\u00e9rence entre une longue absence physique et une vacance officiellement constat\u00e9e. Les opposants estiment que la dur\u00e9e du s\u00e9jour \u00e0 l\u2019\u00e9tranger pose un probl\u00e8me de transparence et de fonctionnement des institutions. Le gouvernement r\u00e9pond qu\u2019aucune proc\u00e9dure juridique n\u2019a \u00e9tabli que la pr\u00e9sidence \u00e9tait vacante.<\/p>\n

Ren\u00e9 Emmanuel Sadi reproche aux figures de l\u2019opposition de faire une lecture biais\u00e9e de la Loi fondamentale. Il insiste sur trois \u00e9l\u00e9ments : Paul Biya est vivant, il n\u2019a pas d\u00e9missionn\u00e9 et le Conseil constitutionnel n\u2019a pris aucune d\u00e9cision d\u00e9clarant la vacance.<\/p>\n

Cette r\u00e9ponse vise directement les responsables politiques et les juristes qui demandent depuis plusieurs jours une clarification institutionnelle. Leur inqui\u00e9tude ne porte pas uniquement sur la sant\u00e9 du pr\u00e9sident. Elle concerne aussi la mani\u00e8re dont les d\u00e9cisions sont prises pendant son absence et la capacit\u00e9 du gouvernement \u00e0 rendre compte de la conduite des affaires publiques.<\/p>\n

L\u2019opposition maintient la pression<\/h2>\n

La controverse ne date pas de la d\u00e9claration du ministre. Fin juillet, l\u2019absence prolong\u00e9e de Paul Biya avait d\u00e9j\u00e0 relanc\u00e9 le d\u00e9bat sur la vacance du pouvoir<\/a>. Plusieurs voix de l\u2019opposition r\u00e9clamaient alors une intervention du Conseil constitutionnel et des informations pr\u00e9cises sur la situation du pr\u00e9sident.<\/p>\n

Le camp pr\u00e9sidentiel assurait de son c\u00f4t\u00e9 que le chef de l\u2019\u00c9tat continuait de travailler et de donner ses instructions depuis l\u2019\u00e9tranger. Aucun transfert officiel de ses pouvoirs n\u2019a \u00e9t\u00e9 annonc\u00e9.<\/p>\n

La nouvelle d\u00e9claration gouvernementale renforce cette ligne de d\u00e9fense, mais elle ne met pas fin au d\u00e9bat politique. Pour les opposants, une affirmation orale ne r\u00e9pond pas \u00e0 toutes les demandes de transparence. Pour le pouvoir, l\u2019absence d\u2019une d\u00e9cision du Conseil constitutionnel suffit \u00e0 \u00e9carter l\u2019hypoth\u00e8se d\u2019une vacance.<\/p>\n

Paul Biya au pouvoir depuis 1982<\/h2>\n

Paul Biya dirige le Cameroun depuis novembre 1982. Ses longs s\u00e9jours priv\u00e9s \u00e0 l\u2019\u00e9tranger ont d\u00e9j\u00e0 provoqu\u00e9 des pol\u00e9miques par le pass\u00e9, mais l\u2019absence actuelle est l\u2019une des plus longues de son r\u00e8gne.<\/p>\n

En octobre 2024, Paul Biya \u00e9tait revenu au Cameroun apr\u00e8s six semaines d\u2019absence<\/a>. Les autorit\u00e9s avaient alors d\u00e9nonc\u00e9 les fausses informations circulant sur les r\u00e9seaux sociaux. Deux ans plus tard, les m\u00eames interrogations refont surface, avec une pression politique plus forte autour de la continuit\u00e9 du pouvoir.<\/p>\n

La dur\u00e9e du r\u00e8gne du pr\u00e9sident et son \u00e2ge donnent aussi une dimension particuli\u00e8re \u00e0 chaque absence. Le d\u00e9bat d\u00e9passe d\u00e9sormais la question de son retour imm\u00e9diat. Il touche \u00e0 la succession, au fonctionnement quotidien de l\u2019\u00c9tat et \u00e0 la confiance des citoyens dans les institutions.<\/p>\n

Des questions restent ouvertes<\/h2>\n

La d\u00e9claration de Ren\u00e9 Emmanuel Sadi apporte une r\u00e9ponse officielle \u00e0 la rumeur la plus grave : selon le gouvernement, Paul Biya est vivant et demeure pr\u00e9sident de la R\u00e9publique. Elle confirme aussi que le pouvoir ne reconna\u00eet aucune vacance institutionnelle.<\/p>\n

Mais plusieurs inconnues subsistent. La date du retour n\u2019est pas communiqu\u00e9e. Le pr\u00e9sident ne s\u2019est pas exprim\u00e9 directement. Aucun calendrier officiel n\u2019a \u00e9t\u00e9 publi\u00e9 pour une prochaine apparition publique.<\/p>\n

L\u2019attention se porte maintenant sur le retour annonc\u00e9. S\u2019il intervient rapidement, le gouvernement pourra esp\u00e9rer reprendre la main sur la communication.
