Les deux pays d’Afrique de l’Ouest, le Nig\u00e9ria et le Niger, ont r\u00e9cemment sign\u00e9 un accord de s\u00e9curit\u00e9 en r\u00e9ponse \u00e0 la menace commune \u00e0 laquelle ils sont confront\u00e9s. Et ce, malgr\u00e9 les probl\u00e8mes r\u00e9gionaux n\u00e9s du coup d’\u00c9tat du 26 juillet 2023 au Niger. Depuis le coup d’\u00c9tat, les relations entre ces pays voisins ont \u00e9t\u00e9 entach\u00e9es de sanctions et de retomb\u00e9es.<\/span><\/strong><\/p>\n<\/div>\n

L’ arm\u00e9e\u00a0nig\u00e9riane\u00a0a annonc\u00e9 jeudi que le Niger et le Nigeria avaient finalis\u00e9 un accord de s\u00e9curit\u00e9, \u00e0 l’issue d’une r\u00e9union entre les chefs de la d\u00e9fense des deux pays, mercredi, \u00e0 Niamey, la capitale du Niger.<\/p>\n<\/div>\n

La d\u00e9claration d\u2019un responsable militaire nig\u00e9rian indique :\u00a0\u00ab Les deux parties ont r\u00e9affirm\u00e9 leur engagement \u00e0 reprendre et \u00e0 renforcer la collaboration, en vue d\u2019assurer la stabilit\u00e9 et la s\u00e9curit\u00e9 r\u00e9gionales. \u00bb<\/em><\/p>\n<\/div>\n

Depuis pr\u00e8s d’un an, les relations entre les deux pays sont douces et am\u00e8res, m\u00eame si les r\u00e9gions des deux pays qui se trouvent \u00e0 la fronti\u00e8re ont des liens culturels.<\/p>\n

\n

Le Niger a par le pass\u00e9 accus\u00e9 la CEDEAO de ne pas l\u2019aider \u00e0 lutter contre la violence islamiste. Pourtant, il semblerait que les deux pays soient parvenus \u00e0 la conclusion qu\u2019un partenariat est n\u00e9cessaire pour lutter contre l\u2019ins\u00e9curit\u00e9 \u00e0 laquelle ils sont confront\u00e9s.<\/p>\n<\/div>\n

Le communiqu\u00e9 publi\u00e9 par le responsable militaire nig\u00e9rian indique que l’accord conclu cette semaine\u00a0\u00ab a r\u00e9affirm\u00e9 sa volont\u00e9 de reprendre sa participation active \u00e0 la coop\u00e9ration en mati\u00e8re de s\u00e9curit\u00e9 dans le cadre de la Force op\u00e9rationnelle multinationale mixte \u00bb.<\/em><\/p>\n<\/div>\n

Aller-retour entre le Niger et le Nig\u00e9ria<\/h3>\n<\/div>\n

La rupture entre les deux pays a commenc\u00e9 apr\u00e8s le coup d’\u00c9tat au Niger en juillet 2023. Le pays a imm\u00e9diatement commenc\u00e9 \u00e0 faire face \u00e0 des sanctions de la part de l’Occident et de son bloc r\u00e9gional de l’\u00e9poque : la CEDEAO, y compris une menace d’invasion pour restaurer la d\u00e9mocratie.<\/p>\n<\/div>\n

\n

En cons\u00e9quence, le Niger rejoindra le Burkina Faso et le Mali en septembre de la m\u00eame ann\u00e9e pour former\u00a0une alliance r\u00e9gionale connue sous le nom d\u2019Alliance des \u00c9tats du Sahel (AES), qui \u00e9tait destin\u00e9e \u00e0 op\u00e9rer en dehors de la juridiction de la CEDEAO.<\/p>\n

En f\u00e9vrier 2024, la\u00a0<\/span>CEDEAO a lev\u00e9 les sanctions qu\u2019elle avait impos\u00e9es au<\/span>\u00a0Niger, notamment les sanctions commerciales, \u00e9conomiques et autres. Cela ne contribuerait gu\u00e8re \u00e0 inciter le Niger \u00e0 revenir au sein de la CEDEAO.<\/span><\/p>\n<\/div>\n

Durant la m\u00eame p\u00e9riode, le Niger a r\u00e9it\u00e9r\u00e9 l\u2019interdiction des vols en provenance du Nigeria, insistant sur le fait que les vols en provenance du Nigeria ne seraient pas autoris\u00e9s \u00e0 atterrir au Niger.<\/span><\/p>\n<\/div>\n

Le Nig\u00e9ria avait d\u00e9j\u00e0 annonc\u00e9 auparavant le r\u00e9tablissement de l\u2019interdiction des vols \u00e0 destination et en provenance du Niger par le biais d\u2019un avis aux aviateurs (NOTAM). Cette mesure indiquait que cette mesure \u00e9tait mise en \u0153uvre conform\u00e9ment \u00e0 la r\u00e9solution de la CEDEAO.<\/span><\/p>\n<\/div>\n

Cependant, en mai, le Premier ministre nig\u00e9rien, Ali Mahaman Lamine Zeine, a invit\u00e9 tous les pays de la CEDEAO\u00a0<\/span>\u00e0 rejoindre l’Alliance des \u00c9tats du Sahel (AES), qui semblait en plein essor.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n
