Selon une enqu\u00eate du\u00a0Bureau national des statistiques , les fonctionnaires nig\u00e9rians demandent et re\u00e7oivent des pots-de-vin pour fournir des services publics.<\/p>\n

L’an dernier, les Nig\u00e9rians auraient vers\u00e9 environ 721 milliards de nairas (environ 1,26 milliard de dollars au taux de change moyen de la p\u00e9riode \u00e9tudi\u00e9e) en pots-de-vin. Ce montant repr\u00e9sente 0,35 % du PIB du pays.<\/p>\n<\/div>\n

\n

On estime qu\u2019environ 87 millions de pots-de-vin ont \u00e9t\u00e9 vers\u00e9s au cours de la p\u00e9riode consid\u00e9r\u00e9e (contre 117 millions estim\u00e9s en 2019), soit l\u2019\u00e9quivalent d\u2019une moyenne de 0,8 pot-de-vin par adulte.<\/p>\n

\u00ab En 2023, 5,1 pots-de-vin ont \u00e9t\u00e9 vers\u00e9s en moyenne par chaque payeur de pots-de-vin au Nig\u00e9ria au cours des 12 mois pr\u00e9c\u00e9dant l’enqu\u00eate. Cela repr\u00e9sente une diminution modeste et statistiquement insignifiante de la fr\u00e9quence de versement de pots-de-vin par rapport \u00e0 2019, o\u00f9 en moyenne 5,4 pots-de-vin ont \u00e9t\u00e9 vers\u00e9s par chaque payeur de pots-de-vin \u00bb,<\/em><\/p>\n<\/div>\n

\u00ab\u00a0La fr\u00e9quence de la corruption est, en moyenne, plus \u00e9lev\u00e9e dans les zones rurales que dans les zones urbaines. En 2023, les payeurs de pots-de-vin vivant dans les zones urbaines ont pay\u00e9 en moyenne 4,5 pots-de-vin, tandis que ceux vivant dans les zones rurales ont pay\u00e9 en moyenne 5,8 pots-de-vin\u00a0\u00bb,<\/em>\u00a0a indiqu\u00e9 l’agence statistique dans le rapport, publi\u00e9 jeudi sur son site Internet.<\/p>\n<\/div>\n

La corruption se classe au 4e rang des probl\u00e8mes les plus importants affectant le pays en 2023, apr\u00e8s le co\u00fbt de la vie, l\u2019ins\u00e9curit\u00e9 et le ch\u00f4mage.<\/p>\n<\/div>\n

\n

La corruption est la plus r\u00e9pandue parmi les procureurs, les agents du cadastre et les agents des douanes et de l’immigration, bien que les juges et les magistrats aient re\u00e7u les pots-de-vin les plus importants, indique le rapport.<\/p>\n<\/div>\n

Plus de 95 % de tous les pots-de-vin vers\u00e9s en 2023 ont \u00e9t\u00e9 pay\u00e9s sous forme mon\u00e9taire (esp\u00e8ces ou transfert d’argent), une part l\u00e9g\u00e8rement sup\u00e9rieure \u00e0 celle de 2019. Plus de 700 milliards de nairas de pots-de-vin en esp\u00e8ces ont \u00e9t\u00e9 vers\u00e9s par des citoyens \u00e0 des agents publics en 2023.<\/p>\n<\/div>\n

\n

En 2023, 70 % des Nig\u00e9rians \u00e0 qui l\u2019on a demand\u00e9 de payer un pot-de-vin ont refus\u00e9 de le faire au moins une fois. Le taux de refus de pots-de-vin le plus \u00e9lev\u00e9 a \u00e9t\u00e9 observ\u00e9 dans le Nord-Ouest, soit 76 %, tandis que toutes les r\u00e9gions ont signal\u00e9 des taux de refus sup\u00e9rieurs \u00e0 60 %.<\/p>\n<\/div>\n

Selon le rapport, la crise du co\u00fbt de la vie, d\u00e9clench\u00e9e par les r\u00e9formes mon\u00e9taires et la suppression partielle d’une subvention sur le carburant, a encourag\u00e9 23 % des Nig\u00e9rians \u00e0 refuser de payer des pots-de-vin lorsqu’ils sont exig\u00e9s.<\/p>\n<\/div>\n

\n

Une part non n\u00e9gligeable de tous ceux qui ont refus\u00e9 un pot-de-vin (21 %) ont indiqu\u00e9 que leur principale raison pour refuser une demande de pot-de-vin \u00e9tait qu\u2019ils avaient d\u2019autres options pour obtenir ce qu\u2019ils voulaient.<\/p>\n<\/div>\n

L\u2019enqu\u00eate sur la corruption de 2023 souligne la n\u00e9cessit\u00e9 pour le gouvernement de donner la priorit\u00e9 \u00e0 ses efforts de pr\u00e9vention et de lutte contre la corruption aupr\u00e8s des institutions et des fonctionnaires qui jouent les r\u00f4les les plus importants dans la vie quotidienne des citoyens ordinaires.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n
