Le Pr\u00e9sident Macky Sall entretient le flou depuis sur sa volont\u00e9 de briguer une 3e mandat au S\u00e9n\u00e9gal. Une perspective qui fait peser de lourds nuages sur ce pays d’Afrique de l’ouest dont les \u00e9lections pr\u00e9sidentielles \u00e9taient des exemples de d\u00e9mocratie. Depuis, Macky Sall tend la situation politique par sa volont\u00e9 d\u00e9sormais affich\u00e9e de briguer un 3e mandat. Il explique dans le journal fran\u00e7ais l’Express pourquoi il peut candidater encore.<\/strong><\/p>\n

Macky Sall laisse tomber le masque apr\u00e8s rus\u00e9 sur ses intentions de briguer un troisi\u00e8me mandat pr\u00e9sidentiel. Questionn\u00e9 par le journal l’Express, Macky Sall d\u00e9clare que :\u00ab Cette question m\u2019a \u00e9t\u00e9 pos\u00e9e des dizaines de fois. Dans mon camp, les gens se sont d\u00e9j\u00e0 positionn\u00e9s pour m\u2019investir comme candidat. Je n\u2019ai pas encore apport\u00e9 ma r\u00e9ponse. J\u2019ai un agenda, un travail \u00e0 faire. Le moment venu, je ferai savoir ma position, d\u2019abord \u00e0 mes partisans, ensuite \u00e0 la population s\u00e9n\u00e9galaise. \u00bb\u00a0<\/em><\/p>\n

Une r\u00e9ponse savamment donn\u00e9e et qui alimente encore la confusion. Mais, le pr\u00e9sident Macky Sall n’ira pas bien loin dans ses pirouettes. Comme le pr\u00e9sident ivoirien, Alassane Ouattara, il a d\u00e9sormais son interpr\u00e9tation \u00e0 lui de la Constitution s\u00e9n\u00e9galaise. L\u00e0 o\u00f9 l’opposition et la soci\u00e9t\u00e9 civile promettent de se dresser contre lui, Macky Sall explique clairement qu’il ne fait que prendre son temps, sinon la loi lui permet d’\u00eatre encore candidat.<\/p>\n

\u00ab\u00a0Sur le plan juridique, le d\u00e9bat est tranch\u00e9 depuis longtemps. J\u2019ai \u00e9t\u00e9 \u00e9lu en 2012 pour un mandat de sept ans. En 2016, j\u2019ai propos\u00e9 le passage au quinquennat et sugg\u00e9r\u00e9 d\u2019appliquer cette r\u00e9duction \u00e0 mon mandat en cours. Avant de soumettre ce choix au r\u00e9f\u00e9rendum, nous avons consult\u00e9 le Conseil constitutionnel. Ce dernier a estim\u00e9 que mon premier mandat \u00e9tait intangible et donc qu\u2019il \u00e9tait hors de port\u00e9e de la r\u00e9forme. La question juridique est donc r\u00e9gl\u00e9e\u00a0\u00bb, <\/em>d\u00e9clare Macky Sall qui ajoute:<\/p>\n

\u00ab\u00a0Maintenant, dois-je me porter candidat pour un troisi\u00e8me mandat ou non ? C\u2019est un d\u00e9bat politique, je l\u2019admets \u00ab\u00a0. <\/em>C’est exactement le m\u00eame processus utilis\u00e9 par Alassane Ouattara pour se porter candidat en 2020 en C\u00f4te d’Ivoire. Macky Sall comme Ouattara estime que seule leur volont\u00e9 compte sur la question du 3e mandat et que juridiquement, cela leur est permis.
