Alassane Ouattara pense-t-il encore \u00e0 mener une enqu\u00eate sur la r\u00e9bellion du 19 septembre 2002 ? La question m\u00e9rite d’\u00eatre pos\u00e9e \u00e0 l’aune des derni\u00e8res nominations qu’il vient de faire dans l’arm\u00e9e ivoirienne. Le Chef de l’Etat vient de promouvoir des ex-chefs rebelles. En totale contradiction avec ses promesses de campagne de 2010.<\/strong><\/p>\n\n\n\n

Alassane Ouattara qui nomme plusieurs ex-chefs rebelles aux grades de G\u00e9n\u00e9ral et de Colonel-major. C’est ce qui vient de se passer au sein des forces arm\u00e9es. Le chef de l’Etat a nomm\u00e9 par d\u00e9cret, le 22 d\u00e9cembre, plusieurs militaires dans diff\u00e9rents corps de l’arm\u00e9e et des forces paramilitaires. Parmi les promus, on retrouve des noms embl\u00e9matiques parmi ceux des rebelles qui ont port\u00e9 le glaive dans le sein de la m\u00e8re patrie entre 2000 et 2002.<\/p>\n\n\n\n

Par exemple, Cherif Ousmane, l’une des figures centrales de la r\u00e9bellion \u00e0 Bouak\u00e9 est pass\u00e9 G\u00e9n\u00e9ral de Brigade. Il arborera fi\u00e8rement ses deux \u00e9toiles sous peu. Avec lui, on note la promotion de Tour\u00e9 Herv\u00e9 Pelikan dit Vetcho. Lui avait \u00e9t\u00e9 chef d’Etat-major particulier de Guillaume Soro au d\u00e9but de la r\u00e9bellion. Ouattara Morou, un autre ex-chef rebelle qui g\u00e9rait la zone de Bouna devient Colonel-Major. Son comp\u00e8re Kon\u00e9 Zakaria, ex-comzone de Vavoua devra aussi attendre avant de devenir G\u00e9n\u00e9ral. Il n’est plus loin, lui qui a nomm\u00e9 Colonel-Major. Fofi\u00e9 Kouakou porte d\u00e9sormais le grade de Colonel-Major.<\/p>\n\n\n\n

Ces nominations qui entrent normalement dans les pr\u00e9rogatives du chef de l’Etat, appellent aussi des r\u00e9flexions. En effet, plus de 11 ans apr\u00e8s sa profession de foi sur les diff\u00e9rents crises ivoiriennes, Alassane Ouattara n’est plus tr\u00e8s int\u00e9ress\u00e9 pour d\u00e9couvrir la v\u00e9rit\u00e9. Il avait pourtant affirm\u00e9 la main sur le c\u0153ur qu’une fois arriv\u00e9 au pouvoir, une enqu\u00eate sur la r\u00e9bellion du 19 septembre 2000 serait sa priorit\u00e9. A ce sujet, il a dit vouloir savoir et comprendre les motivations de ceux qui ont men\u00e9 cette r\u00e9bellion. Une d\u00e9cennie plus tard, que fait Ouattara ? Rien.<\/p>\n\n\n\n

En tout cas, Alassane Ouattara ne m\u00e8ne aucune enqu\u00eate. Au contraire, il a grad\u00e9 les chefs visibles et connus de cette r\u00e9bellion. N’\u00e9taient-ils pas ensemble d’ailleurs apr\u00e8s le 11 avril 2011 ? Ont-ils vraiment \u00e9t\u00e9 loin durant toute cette crise ? C’est \u00e0 voir. Ce qui saute \u00e0 l’oeil c’est que Ouattara a oubli\u00e9 ses id\u00e9es d’enqu\u00eate. Pourquoi ? Les hommes politiques ivoiriens devraient donner de la valeur \u00e0 leur parole donn\u00e9e.<\/p>\n\n\n\n

Le 25 novembre 2010, lors du d\u00e9bat pr\u00e9sidentiel, Alassane Ouattara promettait une grande enqu\u00eate sur la r\u00e9bellion. \u00ab\u00a0 Je vais mettre en place aussi une Commission d’enqu\u00eate sur la r\u00e9bellion , pour savoir comment la r\u00e9bellion a \u00e9t\u00e9 organis\u00e9e, qui l’a organis\u00e9e, qui l’a financ\u00e9e et pourquoi il y a eu tant de d\u00e9g\u00e2ts et de souffrances et de tueries des fr\u00e8res ivoiriens entre eux \u00ab\u00a0<\/em>, disait-il avec force conviction.<\/p>\n\n\n\n

D\u00e9j\u00e0, le 15 d\u00e9cembre 2007 \u00e0 Ouagadougou, au Burkina Faso, son \u00e9pouse Dominique Ouattara \u00e9tait assise \u00e0 la table d’honneur de l’ex-chef rebelle Ch\u00e9rif Ousmane. Elle \u00e9tait en fait le t\u00e9moin de mariage de ce dernier. Sur la m\u00eame table, on retrouvait Alassane Ouattara alors pr\u00e9sident de l’ex-RDR. Parmi les invit\u00e9s, on pouvait voir les ministres Konat\u00e9 Sidiki, Amadou Kon\u00e9 et presque tous les Comzones.
