C&rsquo;est l&rsquo;\u00e9pilogue, du moins en premi\u00e8re instance, d&rsquo;un proc\u00e8s qui aura dur\u00e9 plusieurs ann\u00e9es.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab\u00a0<em>Aujourd&rsquo;hui, le 4 f\u00e9vrier 2021, la Chambre de premi\u00e8re instance IX de la Cour p\u00e9nale internationale (\u00ab CPI \u00bb ou \u00ab la Cour \u00bb) a d\u00e9clar\u00e9 Dominic Ongwen coupable d&rsquo;un total de 61 crimes contre l&rsquo;humanit\u00e9 et crimes de guerre, commis dans le nord de l&rsquo;Ouganda entre le 1<sup>er<\/sup>&nbsp;juillet 2002 et le 31 d\u00e9cembre 2005<\/em>\u00ab\u00a0, a d\u00e9clar\u00e9 la Cour P\u00e9nale Internationale dans l&rsquo;affaire le Procureur contre Dominique Ongwen, ancien chef rebelle ougandais.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ancien chef de brigade dans l\u2019Arm\u00e9e de r\u00e9sistance du Seigneur,  Ongwen r\u00e9pondait de 70 accusations de crimes contre l\u2019humanit\u00e9 et de crimes de guerre dont des meurtres, des viols, des mariages forc\u00e9s, des pers\u00e9cutions, pillages et conscriptions d\u2019enfants de moins de 15 ans. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ces crimes auraient \u00e9t\u00e9 commis dans le nord de l\u2019Ouganda entre 2002 et 2005, au plus fort de la guerre opposant la milice de Joseph Kony au pouvoir de Yoweri Museveni. Ongwen est un enfant soldat qui a \u00e9t\u00e9 enlev\u00e9 tr\u00e8s t\u00f4t et incorpor\u00e9 dans la rebellions de Joseph Kony<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\u00ab\u00a0<em>Nous ne sommes pas ici pour nier que Dominic Ongwen a \u00e9t\u00e9 victime d&rsquo;un enl\u00e8vement. Il ne fait aucun doute que la fa\u00e7on dont il a \u00e9t\u00e9 trait\u00e9 lors de son enl\u00e8vement \u00e9tait similaire au traitement atroce, comme nous l\u2019avons entendu, qui a \u00e9t\u00e9 inflig\u00e9 aux jeunes enlev\u00e9s de l&rsquo;unit\u00e9 qu&rsquo;il a lui-m\u00eame conduite de nombreuses ann\u00e9es plus tard.
