Walugembe avait pr\u00eat\u00e9 sa moto \u00e0 un ami et ce dernier l&rsquo;a utilis\u00e9e pour transporter un passager lundi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">M. Walugembe se serait senti frustr\u00e9 apr\u00e8s s&rsquo;\u00eatre rendu au commissariat \u00e0 plusieurs reprises pour r\u00e9cup\u00e9rer sa moto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un officier de police lui aurait demand\u00e9 de payer 100 000 shillings ougandais (environ 27 dollars), beaucoup plus que l&rsquo;amende l\u00e9gale de 40000 shillings (environ 10 dollars), selon un ami qui se trouvait au poste de police avec Walugembe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jeudi dernier, il s&rsquo;est enferm\u00e9 dans une pi\u00e8ce du commissariat et s&rsquo;est immol\u00e9 par le feu. Certains conducteurs de moto ont d\u00e9clar\u00e9 aux m\u00e9dias locaux que les officiers demandaient un pot-de-vin de 40 dollars pour lib\u00e9rer la moto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ses coll\u00e8gues et amis ont pris d&rsquo;assaut le poste de police apr\u00e8s l&rsquo;incident, appelant \u00e0 des mesures contre les policiers qui, selon eux, les harc\u00e8lent r\u00e9guli\u00e8rement et les forcent \u00e0 verser des pots-de-vin.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le porte-parole de la police r\u00e9gionale, Paul Kangave, a d\u00e9clar\u00e9 que l&rsquo;unit\u00e9 des normes professionnelles de la police examinerait les all\u00e9gations selon lesquelles les officiers demandent des pots-de-vin pour lib\u00e9rer les v\u00e9hicules mis \u00e0 la fourri\u00e8re pour non respect des mesures de distanciation sociale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>Cr\u00e9dit photo:<\/p>\n","protected":false},"excerpt":{"rendered":"<p>En Ouganda, un chauffeur de taxi moto est mort apr\u00e8s s&rsquo;\u00eatre immol\u00e9 par le feu dans un commissariat, les policiers ayant refus\u00e9 de lui remettre sa moto qu&rsquo;il avait mise en fourri\u00e8re.
