Pourquoi les chefs d\u2019Etat africain ne veulent pas quitter le pouvoir\u00a0? Pourquoi r\u00e9viser la constitution pour se maintenir au pouvoir\u00a0?<\/p>\n

La Constitution rwandaise limite \u00e0 deux le nombre de mandats pr\u00e9sidentiels et interdit donc en l’\u00e9tat \u00e0 Paul Kagame, \u00e9lu en 2003 et en 2010, de se repr\u00e9senter une troisi\u00e8me fois.<\/p>\n

L’homme est au pouvoir depuis que sa r\u00e9bellion du Front patriotique rwandais a mis fin au g\u00e9nocide de 1994 qui, selon l’ONU, a fait environ 800 000 morts, essentiellement parmi la minorit\u00e9 tutsi.<\/p>\n

Vice-pr\u00e9sident et ministre de la D\u00e9fense apr\u00e8s le g\u00e9nocide, il tenait d\u00e9j\u00e0 alors les r\u00eanes du pays, avant d’\u00eatre \u00e9lu pr\u00e9sident en 2003 avec 95 % des voix, et r\u00e9\u00e9lu tout aussi triomphalement (93 %) en 2010. Il est cr\u00e9dit\u00e9 des nombreuses avanc\u00e9es du Rwanda depuis le g\u00e9nocide, mais dirige son pays d’une main de fer et est accus\u00e9 d’\u00e9touffer toute voix discordante.<\/p>\n

Le Parlement rwandais va examiner cet \u00e9t\u00e9 l’\u00e9ventualit\u00e9 d’une r\u00e9forme constitutionnelle qui aurait pour but de permettre au pr\u00e9sident Paul Kagame de se repr\u00e9senter en 2017<\/p>\n
