C\u2019est le Pr\u00e9sident qui vous indique qu\u2019il a d\u00e9cid\u00e9 de remplacer tel et tel ministre. Il peut m\u00eame ajouter que telle personnalit\u00e9 doit remplacer telle autre. Il peut aussi vous indiquer le profil g\u00e9n\u00e9ral qu\u2019il recherche pour remplacer le sortant. Il ne vous demande pas votre avis<\/em> \u00bb, pr\u00e9cise l&rsquo;ex- Secr\u00e9taire \u00e0 la pr\u00e9sidence de la R\u00e9publique (SGPR) d\u2019ao\u00fbt 2002 \u00e0 septembre 2006.<\/p>\n<div class=\"td-a-rec td-a-rec-id-content_inlineleft td_uid_2_5c405eb63e5cb_rand td_block_template_1\">\n<div class=\"td-all-devices\">Par la suite Atangana Mebara ajoute :\u00a0<span style=\"font-size: 14px;\">\u00ab <\/span><em style=\"font-size: 14px;\">Ce qu\u2019il convient d\u2019abord de savoir, c\u2019est que le Pr\u00e9sident de la R\u00e9publique lui-m\u00eame tient un carnet dans lequel il rel\u00e8ve les noms des hauts fonctionnaires et personnalit\u00e9s qui avaient attir\u00e9 favorablement son attention par diff\u00e9rents rapports<\/em><span style=\"font-size: 14px;\">. <em>Le<\/em><\/span><em style=\"font-size: 14px;\">\u00a0Pr\u00e9sident BIYA ne d\u00e9cide pas de remplacer un ministre au pied lev\u00e9. Il prend le temps d\u2019y r\u00e9fl\u00e9chir, des mois durant. Quelques fois, il aura attir\u00e9 l\u2019attention de la personne concern\u00e9e, une ou maintes occasions auparavant, directement ou indirectement\u00a0<\/em><span style=\"font-size: 14px;\">\u00bb.<\/span><\/div>\n<\/div>\n<p>Lorsque Paul Biya d\u00e9cide de remanier son gouvernement, il commence syst\u00e9matiquement par une liste de ministres qu\u2019il souhaite d\u00e9barquer. Apr\u00e8s s\u2019\u00eatre rassur\u00e9 que ce remaniement pr\u00e9serve les \u00e9quilibres et avant que le d\u00e9cret ne soit sign\u00e9, Paul Biya instruit son proche collaborateur \u00ab de recevoir les deux personnalit\u00e9s et de les consulter formellement \u00bb.<\/p>\n<p>Jean Marie Atangana Mebara explique aussi que les remaniements apr\u00e8s les \u00e9lections pr\u00e9sidentielles ne sont pas souvent ais\u00e9s pour le pr\u00e9sident : \u00ab <em>D\u2019abord vous devez savoir qu\u2019apr\u00e8s une \u00e9lection pr\u00e9sidentielle, le pr\u00e9sident \u00e9lu re\u00e7oit des lettres et des m\u00e9morandums de toutes origines, expliquant les unes que son \u00e9lection doit particuli\u00e8rement au d\u00e9vouement de telles et telles personnalit\u00e9s et les autres, que les populations de la r\u00e9gion ou du d\u00e9partement d\u2019origine de ces personnalit\u00e9s seraient heureuses et infiniment reconnaissantes de voir leurs fils entrer au gouvernement. Les autorit\u00e9s administratives adressent aussi leurs notes confidentielles sur les \u00e9lites ayant le soutien des leurs ou ayant significativement contribu\u00e9 \u00e0 la campagne \u00e9lectorale. Les services de renseignements y vont aussi de leurs bulletins sp\u00e9ciaux. Enfin, il y a les partis politiques ayant pris part \u00e0 la campagne du Pr\u00e9sident \u00e9lu et qui attendent d\u2019\u00eatre r\u00e9compens\u00e9s en retour.
