Le 23 octobre dernier nous rappelait le 7\u00e8me anniversaire de la fin de la guerre civile de 2011 en Libye. L\u2019 on se souvient que l’Otan s\u2019y est ing\u00e9r\u00e9e et le r\u00e9sultat auquel on \u00e9tait parvenu, c’\u00e9tait le renversement du pouvoir de Mouammar Kadhafi et l\u2019\u00e9clatement de l\u2019\u00c9tat libyen.<\/p>\n

D’apr\u00e8s l’analyste Boris Dolgov, directeur de recherche au centre d’\u00e9tudes du monde arabe de l’Institut d’orientalisme de l’Acad\u00e9mie des sciences de Russie, l’on observe \u00e0 pr\u00e9sent en Libye\u00a0une lutte des diff\u00e9rentes forces politiques y compris les islamistes, pour le pouvoir et le contr\u00f4le de certains territoires.\u00a0<\/span>Pourtant avec Kadhafi, le pays n’avait connu que la stabilit\u00e9 le progr\u00e8s et la paix, selon lui.<\/p>\n<\/div>\n

La vie en Libye s’est transform\u00e9e en v\u00e9ritable enfer depuis la mort de Kadhafi. Les groupes islamistes et les diff\u00e9rentes forces politiques se livrent des rudes batailles en vue du contr\u00f4le du pouvoir. Les populations victimes ne cachent pas leur regret d’avoir perdu le guide Libyen\u00a0Mouammar Kadhafi. La Libye qui f\u00fbt un eldorado pour bon nombre de pays africains et occidentaux n’est aujourd’hui que l’ombre d’elle-m\u00eame.<\/p>\n

Usef Shakir, sp\u00e9cialiste des probl\u00e8mes libyens de Prague, a compar\u00e9 la Libye \u00e0 l’enfer.\u00a0\u00ab Autrefois, la Libye \u00e9tait un \u00c9tat stable et s\u00fbr. Le syst\u00e8me d’\u00c9tat fonctionnait avec pr\u00e9cision et ne cessait de se d\u00e9velopper, alors qu’\u00e0 pr\u00e9sent, depuis d\u00e9j\u00e0 plus de sept ans, le chaos et la peur r\u00e8gnent dans le pays<\/em> \u00bb, a constat\u00e9 M. Shakir.<\/p>\n

Et d’ajouter que l’\u00e9conomie libyenne \u00e9tait quasi nulle.<\/p>\n

\u00abLa vente de p\u00e9trole a apport\u00e9 des milliards de dollars, mais pas un seul projet strat\u00e9gique n’a \u00e9t\u00e9 r\u00e9alis\u00e9 en huit ans pour redresser l’\u00e9conomie du pays. Nous ne voyons que la dilapidation permanente des richesses nationales et des affrontements sanglants. La population poss\u00e8de une immense quantit\u00e9 d’armes. Aussi, ne cesse-t-on d’apprendre des nouvelles sur des victimes et des bless\u00e9s. La Libye s’est transform\u00e9e en enfer\u00bb, a r\u00e9sum\u00e9 le politologue.<\/p>\n

Selon M.Dolgov, le r\u00e8glement en Libye ne se produira ni demain, ni apr\u00e8s-demain, ni m\u00eame dans un an.\u00a0 \u00ab Quoi qu’il en soit, on\u00a0va esp\u00e9rer que la soci\u00e9t\u00e9 libyenne progresse dans cette voie<\/em> \u00bb, a-t-il conclu.<\/p>\n

L’existence m\u00eame de l’\u00c9tat libyen est remise en question depuis la chute de Mouammar Kadhafi en 2011. D\u00e9chir\u00e9e par une lutte pour le pouvoir, la Libye est dirig\u00e9e par deux entit\u00e9s rivales: le gouvernement d’union nationale (GNA), issu d’un processus onusien et reconnu par la communaut\u00e9 internationale, bas\u00e9 dans la capitale, et un cabinet parall\u00e8le install\u00e9 dans l’est.<\/p>\n<\/div>\n
