Alors que le drame a \u00e9t\u00e9 ni\u00e9 par le porte-parole du gouvernement, une Ong congolaise pointe du doigt la police. Ce qui pousse l\u2019opposition \u00e0 exiger la d\u00e9mission du ministre de la communication mais aussi du procureur. Avec autant de pression, les autorit\u00e9s ont \u00e9t\u00e9 oblig\u00e9es \u00e0 ouvrir une enqu\u00eate pour faire lumi\u00e8re sur cette affaire.<\/span><\/p>\n<p><b>La police index\u00e9e par une Ong<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pour l\u2019heure, la police congolaise est accus\u00e9e par une Ong locale d\u2019\u00eatre \u00e0 l\u2019origine du massacre. \u00abUne vingtaine de jeunes avaient \u00e9t\u00e9 interpell\u00e9s, dont seize ont \u00e9t\u00e9 plac\u00e9s en garde \u00e0 vue au commissariat de Cha\u00adcona. Dans la nuit du 22 au 23 juillet, treize d\u2019entre eux y ont trouv\u00e9 la mort\u00bb, s\u2019est exprim\u00e9 le ministre Raymond-Z\u00e9phirin Mbou\u00adlou, apr\u00e8s une semaine de contradiction. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pourtant, le porte-parole du gouvernement Thierry Moungalla s\u2019\u00e9tait prononc\u00e9 sur la question pour dire qu\u2019il \u00ab ne s\u2019est rien pass\u00e9 au commissariat\u00bb.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Du c\u00f4t\u00e9 de l\u2019Observatoire congolais des droits de l\u2019Homme (Ocdh), le directeur ex\u00e9cutif Tr\u00e9sor Nzila avait confi\u00e9 \u00e0 l\u2019Afp que \u00abc\u2019est une exaction de la police\u00bb. \u00abDe fa\u00e7on anonyme, m\u00eame des policiers nous ont t\u00e9moign\u00e9 que certains corps baignaient dans le sang\u00bb, a t-il affirm\u00e9.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Pour sa part, le procureur de la R\u00e9publique Andr\u00e9 Ndakala Oko avait d\u2019abord parl\u00e9 d\u2019un r\u00e8glement de compte entre bandes, en indiquant, dans un communiqu\u00e9 qu\u2019un groupe de bandits appel\u00e9s \u201cB\u00e9b\u00e9s noirs\u201d se sont affront\u00e9s avec des armes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pourtant, les familles des victimes ont tenu un tout autre discours. \u00abNos enfants tu\u00e9s n\u2019ont jamais \u00e9t\u00e9 des bandits. Le mien par exemple (\u00e2g\u00e9 de 19 ans) attendait les r\u00e9sultats du Baccalaur\u00e9at\u00bb, s\u2019est prononc\u00e9 le p\u00e8re d\u2019une victime sous couvert d\u2019anonymat.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">Pour \u00e9voquer les circonstances de leur arrestation, le ministre de l\u2019Int\u00e9rieur, a fait savoir que les jeunes ont \u00e9t\u00e9 interpell\u00e9s apr\u00e8s le \u00abd\u00e9c\u00e8s tragique le 9 juillet d\u2019un citoyen nomm\u00e9 Julien Obongo\u00bb, quand \u00abla police a organis\u00e9 une op\u00e9ration sp\u00e9ciale dans ce quartier pour traquer les d\u00e9linquants\u00bb.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">A en croire un sous-officier, ils \u00e9taient toujours en vie le soir du 21 juillet. \u00abCes jeunes ont \u00e9t\u00e9 conduits ici samedi par les \u00e9l\u00e9ments de la police du commissariat central de Kibeliba. Ils ont pass\u00e9 la nuit de samedi \u00e0 dimanche dernier dans le calme.\u00bb Par ailleurs, il fait savoir que : \u00abdimanche, c\u2019est une autre \u00e9quipe qui nous a relev\u00e9s. Et lundi t\u00f4t le matin, quand nous sommes arriv\u00e9s, nous avons constat\u00e9 que le commissaire n\u2019\u00e9tait pas \u00e0 son poste. De la cellule o\u00f9 se trouvaient les jeunes gar\u00e7ons en garde \u00e0 vue se d\u00e9gageait une odeur bizarre, insupportable. Quand la secr\u00e9taire des lieux a ouvert la cellule, nous avons constat\u00e9 qu\u2019il y avait treize cadavres.\u00bb Le sous-officier s\u2019est alors demand\u00e9 : \u00abOnt-ils \u00e9t\u00e9 tortur\u00e9s par nos coll\u00e8gues ? Sont-ils morts \u00e9touff\u00e9s ou asphyxi\u00e9s ? (\u2026) Notre commissaire a \u00e9t\u00e9 relev\u00e9 de ses fonctions et aussit\u00f4t remplac\u00e9. Depuis le drame, nous d\u00e9filons tous \u00e0 l\u2019Inspection g\u00e9n\u00e9rale de la police o\u00f9 nous sommes \u00e9cout\u00e9s dans le cadre d\u2019une enqu\u00eate ouverte par les autorit\u00e9s.\u00bb<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Autres t\u00e9moignages, ceux des habitants et des familles des victimes. \u00abPendant une bonne partie de la nuit de dimanche \u00e0 lundi, on entendait des cris de douleur venant de l\u2019int\u00e9rieur du commissariat de Chacona\u00bb, raconte Anicette. \u00abLa veille du drame, j\u2019avais apport\u00e9 \u00e0 manger \u00e0 mon neveu. Promesse m\u2019a \u00e9t\u00e9 faite de le lib\u00e9rer le lendemain. H\u00e9las, j\u2019ai retrouv\u00e9 son corps dans une morgue\u00bb, se d\u00e9sole Jeannot Hombessa, oncle d\u2019une victime.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">\u00abL\u2019Ocdh demande une enqu\u00eate administrative et judiciaire ind\u00e9pendante. Nous allons envoyer aux Nations unies un courrier pour demander une expertise m\u00e9dicale, c\u2019est-\u00e0-dire une autopsie sur les corps\u00bb, a fait savoir M.
