Les juges charg\u00e9s de l’affaire des Biens mal acquis ont \u00e9t\u00e9 interpel\u00e9 par le parquet national financier de soup\u00e7ons de \u00ab blanchiment de d\u00e9tournement de fonds publics \u00bb li\u00e9s au patrimoine d\u2019Omar Bongo. En cause : trois comptes offshores ouverts \u00e0 Monaco, ayant plus de 34 millions d’euros. Ali Bongo, actuel chef de l’\u00c9tat gabonais, est l’un des deux h\u00e9ritiers de son p\u00e8re.<\/p>\n
Les enqu\u00eateurs ont jet\u00e9 leur d\u00e9volu sur des comptes bancaires ouverts dans le secret il y a une quinzaine d’ann\u00e9es \u00e0 Monaco, sont aujourd’hui de nature \u00e0 embarrasser Ali Bongo, actuel chef de l’\u00c9tat gabonais. Il est en effet avec sa s\u0153ur a\u00een\u00e9e Pascaline \u2013 d\u00e9sign\u00e9e mandataire exclusif de la succession \u2013 le l\u00e9gataire universel de son p\u00e8re, malgr\u00e9 la cinquantaine d’h\u00e9ritiers list\u00e9s. Le montant qui figure sur ces comptes n’a rien d’anecdotique : 31 743 090 \u20ac, d’apr\u00e8s les \u00e9valuations bancaires arr\u00eat\u00e9es \u00e0 la date du d\u00e9c\u00e8s d’Omar Bongo.<\/p>\n
L’origine de cette poursuite judiciaire se trouve dans une d\u00e9nonciation officielle des autorit\u00e9s de Monaco, adress\u00e9e le 27 octobre 2014 \u00e0 la procureure nationale financi\u00e8re, \u00c9liane Houlette. Un rapport \u00ab confidentiel \u00bb du Service d’information et de contr\u00f4le sur les circuits financiers (Siccfin), l’\u00e9quivalent mon\u00e9gasque du Tracfin fran\u00e7ais, fait ainsi \u00e9tat de \u00ab nombreux comptes bancaires \u00bb d\u00e9tenus \u00ab par la famille Bongo \u00bb et ouverts au sein de trois banques domicili\u00e9es sur le Rocher : la Banque Martin Maurel (BMM), la Martin Maurel Sella (MMS) et la BNP Wealth Management. peut-on lire dans le mag Mediapart<\/p><\/blockquote>\n

Comme c’est souvent le cas dans le monde de la dissimulation offshore, les comptes ont des noms de code plus ou moins ridicules. Pour le clan Bongo \u00e0 Monaco, il y a par exemple le compte \u00ab\u00a0Sphynx\u00a0\u00bb (\u00e0 la BMM) ou le compte \u00ab\u00a0Plexus\u00a0\u00bb(\u00e0 la MMS). Les deux comptes ont \u00e9t\u00e9 ouverts au printemps 2000 par Omar Bongo. Mais d’apr\u00e8s les \u00e9l\u00e9ments bancaires consult\u00e9s par Mediapart, sa fille Pascaline, qui fut sa directrice de cabinet \u00e0 la pr\u00e9sidence du Gabon du temps de son r\u00e8gne autocratique, est \u00e9galement mandataire desdits comptes.<\/p>\n

Fin 2009, ann\u00e9e du d\u00e9c\u00e8s du dictateur gabonais, le compte \u00ab\u00a0Sphynx\u00a0\u00bb affichait un solde positif de 10 671 709 \u20ac. \u00ab\u00a0Plexus\u00a0\u00bb \u00e9tait cr\u00e9dit\u00e9 de 21 864 235 $ (soit 19 millions d’euros). Les actifs d’un troisi\u00e8me compte, ouvert en 1998 \u00e0 la BNP de Monaco, s’\u00e9levaient quant \u00e0 eux \u00e0 1,9 million d’euros.<\/p>\n

Pour chacun des trois comptes, un homme de l’ombre appara\u00eet \u00e9galement comme mandataire, en plus des ayants droit. Il s’agit d\u2019Henri-Claude Oyima. Ce n’est pas n’importe qui au Gabon. Ancien conseiller de Pascaline Bongo, il est aujourd’hui le pr\u00e9sident du groupe gabonais BGFI Bank, o\u00f9 une partie des sommes de la succession Bongo a justement \u00e9t\u00e9 rapatri\u00e9e \u00e0 l’\u00e9t\u00e9 2013.<\/p>\n
